That quote is from KOF XI. Kyo vs Shen.
Personally Kyo's trademark winquote 'Oreno Kachida' (This is my victory!) is the best.
Also, 'hm hm hm hm hm... huh huh huh huh huh....HA HA HA HA HA HA HA HA!' is personally my best winquote for Iori
Its a real shame these aren't in XIII...

Some of my favorites from XIII are going to be the Player vs. Clone win quotes.
I think Joe vs. Joe will get you something like, "You learned an important lesson! Never make illegal copies of anything!"
Joe's just funny in general, though.

Hahahahaha these are great! Especially the ones with Kyo!
I also have to agree about Iori's random win quote laughs and grunts. I was like 'huh?!'
Also mention goes to '99 Bao's random neko noises/motions at the end of wins.
