Yes, the EU version of the game is the same as the US version. It's been slightly tweaked to run at the PAL settings if the system's set to that display mode (I remember screaming as my eyeballs boiled in their sockets while I walked past the QA department one of those days).

IK may sound mighty stupey for asking this.. but aside from the difference in tech.. what is the visible difference that'd freak out yer eyes? When I was visiting france many years ago I watched a lot of tv there and never saw it as any different.

PAL is 30 frames per second, while NTSC standard is 60 frames. When you spend all day looking at a TV screen, then turn around and see one that's visibly flickering 30 times a second, you can notice it.

Thanks. I wasn't questioning the legitimacy of your statement or anything, I was just interested to know what was up. I guess when I was young and visiting france it just didn't seem any different.. but then again I had a bit of an untrained eye for such details. Nowadays if I went I am sure it'd be a lot more evident.
Good read though. Pretty interesting.
though this makes me ask.. if the game was tweaked to run in PAL, does that mean it won't also run on an EU HDTV that is 60hz? or is every tv over there only capable of running signals (however detailed) at 30 fps?

Actually, I was wrong about the number: NTSC is 60 fps, PAL is 50.
In any case, I'm not an A/V expert, but in our experience it's more a case of setting the region on our test systems to modify the display modes, and the TVs will accept the inputs and figure out what to do on their own. It's really only with old CRT displays that ZE FLICKER comes out to play.

I have to give kudos then. The fact your visual acuity can detect a 10 fps dip so harshly is.. impressive. I mean when I mess with a game and it's dropping from 60 fps to 50 or even 40 I don't rightly notice a difference. When it drops to more like 30 or 25 I start to really feel the flashing.
