It has to mean something if you can only get it on one character. Someone has to get to their third cycle to test this!

that would be so sad if that was suppose to be some nod to Naruto or something. Such a bad show. I normally watch anime subbed, but I remember one day I was flipping through the channels on TV, and I saw Naruto on. So I stopped and figured I'd watch a minute or two, but then Naruto screams out "This is for poking me in the butt!", to make the story short, I quickly changed the channel and never looked back.

but no one even knows what triggers this. We need someone at Atlus to chip in on this. I see this on a couple forums, and no one has a frickin clue what it is.

I meant, is there some ancient real-life symbol or something that was used in both instances?

It also reminds me of the Gossip Stones in LoZ:OoT, and the eye of the boss Vaati from Four Swords.

Hmm. Just some observations and whatnot.
After browsing a few different topics (including this one) it seems to me that you can get the eye by maxing out one of your teammates S-links RIGHT BEFORE a new dungeon opens. From the many people who've claimed to have gotten the eye, all of them seemed to have started on the Heaven dungeon, with one having started the Void Quest dungeon. Some had gotten the eye on their first playthrough, others on their second, with all having various levels and statistics, i.e this person beat the Reaper whereas this one had not. However, the constant between all of these cases seems to be that the dungeon had just been opened, and the eye-gaining team member had just gotten their ascended Persona. The most frequent person being Yosuke and Susano-O (probably because Yosuke is (usually) the first person to be maxed, being the first S-link established) and Kanji. For some reason, Kanji and Yosuke are the most frequent victims of the eye.
The other topic I refer to is the one on Gamespot, if you were curious. The one..Wrench, was it? Started.
Hopefully Atlus will reveal the secret behind this (it could just be a random-percent-chance kinda thing, for all we know) unless they want it to remain a mystery. xD

It would help a lot to know if it's possible to get the eye on two characters at the same time, I'll use your data, Cissy, in an attempt to get the eye on more than one party member when I get to my second playthrough.

Wouldn't this mean that it is impossible to get an eye on Naoto?
Slink opens at Oct 21 (Cultural festival and Dojima/Nanako cutscenes a few days after continuously)
M T W TH Sat S
Nov 27 last day to max party member Slink
Heaven Dungeon opens Nov. 6
Magatsu Dungeon opens Dec. 8

does anyone own the official P4 guide? maybe it says something about it there, cuz it doesn't seem like a bug.
when u got it on a character, have u tried going to the top of their dungeons? maybe it is saying something's there... dunno, the heart item theory sounds the closest to me

Is that with working at it on every possible chance, with no mistakes and a Fortune persona brought? Could work by Magatsu. (whatever that is, I'm still before Heaven.)

Well, let's see, for Heaven...
Oct 21 - 1st step (I don't remember if you can immediately start it or have to wait a day)
Oct 22 - Rank 1
Oct 23 - Rank 2
Oct 24 - Rank 3
Oct 25 - Rank 4
Oct 26 - Rank 5
Oct 30 - Rank 6
Oct 31 - Rank 7
Nov 1 - Rank 8
Nov 2 - Rank 9
(Cutscenes/Midnight channel/Investigation days follow)
Nope, unless I'm mistaken I don't think you can. (You want to finish it before the dungeon opens right?) I'm following the gamefaqs guide, this is assuming that you can meet at sundays (I never tried myself), and that every rank only needs 1 meeting without spending time (Besides at Rank 9 -> 10 which requires spend time or pray at shrine). I don't know how Magatsu would work since it's in december and the last time you can level fortune up is before or around nov 27... No one would be able to finish their slink right before that since it's impossible

You make a good point there, Azmid.
Hell, for all we know it may just be an instance of random chance. As in, you only have so-and-so chance of getting the eye whenever you max an S-link.
Still, the fact that all three cases of the eye (or, at least, the ones I saw in this topic and in the gamespot topic) were obtained during the beginning of a dungeon doesn't seem very coincidental. Well, they could be in fact coincidental, but since we don't have much to go on anyway, at least we can try and see.
(If anyone was curious, this is the topic I am referring to. Feel free to check it out yourselves.)

What I'm wondering is if the eye even affects battle performance. Since I'm pretty sure it's not an item bearing deal, its pretty worthless then. However, if it was something that increased your stats by a certain percentage permanently, than it'd be worth I guess.

I know people have said that getting all of a Persona's skills doesn't seem to do anything about the eye, but what about reaching level 99 or 100?

(say 918+ posts) Nah, it's just me.
Anyway, I was thinking it could affect something not easily seen, like critical rate, hit rate, evasion,
(it's an eye after all) exp gain, quality of items used by that party member, more accurately guessing enemy weaknesses, stuff like this.

Okay, update.
I maxed Chie on 11/1 (which was the only Chariot day available), and the Heaven dungeon opened on 11/6. I brought her there, but even when she leveled up (twice at once, in fact) she never got the eye on her Persona's status screen.
I can only conclude that either (a. The eye IS in fact purely randomized or (b. The party member in question must be maxed much closer to the dungeon-opening date.

So it just came up in the level up status screen when you leveled up, way after you maxed the social link?

Comeon Atlus, just give in and tell us what it is. It was probably suppose to be some feature that was gonna be in it, but they decided not to fully implement it.

That could very well be, which may explain why so few cases have cropped up.
Perhaps it was supposed to be like heart-items but was taken out for some reason. What bothers me, however, is that I don't think the JP version ever had instances of this, no? So it's possible that the ENG version, for whatever reason, has a glitch where the eye is accessible by normal means, whatever these means are.

I am rather curious as to what this blinking eye is. However, I have never obtained it. Wrench, how about finishing the game and starting another new cycle, then check the status screen to see if it's still there or not?
Originally, I thought it was the heart-item of P3 but this doesn't seem to be the case. Until I get my very own blinking eye on one of the characters' status screen, I won't be able to figure it out.
